Currently, there is a lack of user-friendly, fully-featured, and visually appealing bird monitoring and visualization software systems in China. Mature systems from overseas are often not well-suited to local environments due to differences in bird species, network barriers, and a lack of data specific to China. Existing domestic systems also have limitations in terms of functionality, user experience, and accessibility of data. Additionally, due to a lack of interest and promotion activities, these systems have low usage rates, which hinders public engagement in bird watching activities.

The ‘Tian Gao Ren Niao Fei’ project invites bird scientists, frontline conservation partners, and others to form a Bird Monitoring Standard Scientific Advisory Committee to develop a set of scientific, user-friendly, and easily-promoted bird monitoring standards. The program also hopes to incorporate an AI knowledge graph component to aid in the rapid processing of bird data by filtering out invalid data and visualizing valid data.

The "Ren Niao fei" grassroots conservation network has partnered with organizations covering 20 provinces, autonomous regions, and municipalities throughout China. They have collected 230,000 observations of bird monitoring data and recorded over 700 different species of birds, providing a preliminary accumulation of bird monitoring data.
